Traffic Calming

Purpose


The purpose of traffic calming is to slow down traffic, reduce cut-through traffic, and make streets safer. Speed humps are a traffic calming device designed to be used on streets in residential districts where the speed limit is 25 mph. Speed humps are not intended for dead end streets or streets with a functional classification of an arterial or collector.

Qualification


For a street to qualify for installation of speed humps, there is a three step process to be completed.

  1. The first step is to request and complete a petition to be signed by ten separate households located on the street in support of a traffic calming device.
  2. Once the petition has been submitted, the engineering department will complete a traffic study of the street. For the street to qualify for speed humps, 85 percent of the vehicles must be traveling at a speed of 32 mph or more, and the average daily traffic demand must be greater that 400 vehicles per day or have a peak hour volume greater than 100 vehicles. If there are 4 or more crashes at an intersection within a calendar year at an intersection, a street is automatically qualified for speed humps.
  3. If a street has met the qualifications of the traffic study, a petition will be sent with names and addresses of surrounding properties that would be affected by the speed humps. 90 percent of the property owners must sign the petition and 75 percent of the property owners must be in favor of the traffic calming devices.
Note: Once a person has completed all steps of the project, speed humps will be installed in a set of three in the vicinity of the resident apply for speed humps.

For those streets that do not meet qualifications for a traffic calming device, a request will be sent to the police department for increased law enforcement in the area.
